THIS SOLUTION IS ONLY TRUE WHEN YOUR INSTAGRAM ACCOUNT IS LINKED TO FACEBOOK

Open your logs, you are supposed to see an error saying: “Your following/unfollowing function has been temporary blocked. Task will be paused and then started again”. The task is likely to start automatically after 15 minutes; if it didn’t happen, wait another 15 minutes. In case if you still see that message after 30 minutes, wait for 24 hours and then continue work.
